  Welcome to the Warrington Safeguarding Children Board (WSCB) Website

 About the Warrington Safeguarding Children Board (WSCB)

The law requires each local area to set up a board which brings together all major organisations responsible for delivering services to children and young people.  They must

  • Co-ordinate what is done by each agency to safeguard and promote the welfare of children and young people in the area
  • Ensure the effectiveness of that work.

The WSCB is NOT accountable for day to day operational work. This remains the duty of individual agencies.  All Board partners retain their existing lines of accountability, including responding to external inspections. Their work contributes to the wider context of Children’s Trust Board arrangements to improve the overall well-being of all children. 

Why do we have a Safeguarding Board?

The Laming Report (2002) looked into the circumstances surrounding the death of a young girl called Victoria Climbie. She was killed by people close to her who should have been looking after her. The report gave many recommendations for how services could improve to prevent another tragedy happening. One of the key improvements it highlighted was the need for agencies to work together to keep children safe and to help them thrive. 

The subsequent Every Child Matters policy framework was enshrined in the Children Act (2004).  The work is often referred to in terms of the five Every Child Matters outcomes:

  • Be Healthy
  • Stay Safe
  • Enjoy and Achieve
  • Make a Positive Contribution
  • Achieve Economic Well-being

We have a Governance Framework that details the work of the Board.  The framework was supported by statutory guidance published in 'Working Together to Safeguard Children' (2006). It Covers:
